Patta Application — government land allotment and recognition of possession

Government of West Bengal — Land and Land Reforms offices (BanglarBhumi portal)

Overview

A patta is an official land allotment or possession document issued by the competent land authority. It records a person's right over a specific piece of land allotted or settled by the government. Depending on state rules, pattas are issued for homestead land, agricultural land, vested land, government land or land regularisation cases.

A patta gives legal recognition of possession and, subject to applicable land laws, protects against arbitrary eviction. It helps when applying for housing, agriculture, livelihood, sanitation, electricity and water supply schemes. Landless and poor households — especially Scheduled Castes, Scheduled Tribes, minorities, women and landless families — can get homestead or agricultural land rights through it. A patta may later be needed for mutation, record correction or paying land revenue.

Applications go to the Gram Panchayat, the Block Land and Land Reforms Office (BL&LRO), the Revenue Inspector office, or the Sub-Divisional or District Land and Land Reforms Office. After a field enquiry by the Revenue Inspector and verification by the panchayat, approved applicants receive a patta certificate or land settlement order. Eligibility depends on state land laws and the type of patta.

  • Must not already hold land beyond the ceiling or eligibility limit set by the state
  • Must have valid identity proof, residence proof and documents showing possession or eligibility
  • For inherited or existing possession, previous land records, tax receipts, possession proof or local verification may be needed
  • The land must be eligible for settlement or regularisation; encroachment on restricted, forest, waterbody, public utility or prohibited land may not be eligible
